The results of HAZOP, consequence modeling and quantitative risk assessment studies are used in two parts to set an emergency response plan.
On-site: Emergency Response Planning is one of the services provided to the employer in this project. In this regard, based on the following reference, an emergency response plan is prepared at site.
CCPS: Guidelines for Technical Planning for On-Site Emergencies
As a result, muster points, emergency respond areas (HOT, WARM, and COLD) and available relief times are obtained. Other outputs of this study include providing location to rescue, medical and firefighting facilities on site.
Off-site: To prepare an off-site response plan, the results obtained from the study of consequence analysis and risk assessment as well as available relief information (relief routes, fire stations, hospitals, etc.) and GIS analysis, have to be gathered in an optimized plan. These analyzes are as follows:
It is worth mentioning that the powerful ArcGIS software is used in this section.
Finally, the emergency management software based on the analytical information of this section is provided to the employer. This software includes the following main modules:
– Database of on-site chemicals and their MSDS
– Pre-Incident plan
– Outputs related to modeling the site scenarios’ consequences
– Safety systems maps including detectors and firefighting equipment maps
– Include GIS analysis to plan emergency response program
